The guy taking unauthorized photos

I know that there was a recent discussion on this, however, I searched back to early September and could not find it.
A young male in a green Olds took a photo of me and my family as we passed him on #10 highway South of Erickson.
I slowed down to let him catch up so I could get his license plate, but he slowed down as well. I pulled onto the shoulder, he had to pass me and I pulled in behind him. He immediately turned off onto a gravel road. I would have followed him and confronted him, but as I mentioned earlier, my family was with me and I didn't want to get into a "situation" that my children shouldn't see.
He seems like a coward. He takes your photo and then tries to avoid you.
I believe the car was a dark green, late 90's, Olds Achieva.
Who does this? What's he doing with my photo? What was the concensus on the discussion that I can't find?
