Another new phone scam?

BEWARE!
For the first time this morning I received a call from some person telling me they will lower my intrest rate on my credit cards since its the new law in Canada.
Anyone else get this call? Sure sounded tempting but when he kept repeating himself and became quite insistent,I hung up. Wouldn't you know it, he called back. I didn't answer.
