High school football question

Why would the Brandon High school Football teams (Massey, Plainsman, and Neelin) be put in Wpg. High School Football Leauge? It's plain to see our boys don't stand a chance against Wpgs. caliber of play. I would think it quite disheartning for our players to get beat by such horrendous final scores.
