Two Pennsylvania, college students were arrested after they failed to pay the 18-percent gratuity on a restaurant bill.  
Leslie Pope and John Wagner refused to pay a $16.35 service charge on top of a $73.87 bill because of what they claimed was bad service. The two were in a group of eight, who claim they had to wait more than an hour for salad and wings and had to go to the bar themselves for refills on their drinks. The waitress allegedly was smoking outside while the patrons got their own napkins and silverware.  
They both pleaded not guilty and plan to fight the charges of not paying the mandatory gratuity. Obviously many in the service industry are applauding the charges, and feel this happens far too often. Should any tip be MANDATORY?
