Dogs kill 10 year old boy

I am stunned by this story...a 10 year old boy was killed by marauding dogs on a First Nations Reserve in Northern Sask!! That poor child! The news story stated that, at any given time, there are 200 starving dogs travelling in packs!! Can someone explain to me how on earth something like this happens in a community?? And does no one own a gun???
