Expired Plates

Whats up with all of the expired plates driving around town.....Seriously I drive around all day for my job and I always see at least a couple if not more....How can you forget something so important! Why should I pay for my insurance on time when there seems to be little to no repercussion from MPI to enforce this?
It is not just everyday drivers I have seen taxis, and dealer plates as well.
Thoughs?????
