LottoMax published Odds of Winning are Wrong?

Did anyone notice that the ODDS OF WINNING the LottoMax draw as posted on the WCLC website for LottoMax are wrong.
They post the odds of 1 in 28,633,528. I think they do this because you get three numbers on your ticket. So they calculate the odds as 85,900,584 divided by 3 = 28,633,528.
However, the REAL odds of winning are 3 chances in 85,900,584 , which is NOT the same, since if they decided to draw 28,633,528 combinations of numbers (and there was no repeating combinations), then there's a 66% chance that each one of your combinations would NOT be drawn at all.
I wonder why they do this.
