manure and straw on walking path.....

just wondering why there is manure and straw on the walking path behind the stockyards (going towards Elenor Kidd park)? Also PLEASE clean up after your dog(s) people! Why do people on bikes have to ride 3-4 bikes side by side and then glare at you when they make you move off the path? I am sure they can ride single file!! Just had to get this off my chest!
