Hospital Visits

Why is it that when I have been to the hospital during visiting hours most of the chairs outside the Tim's are occupied by hospital workers in their scrubs? No place for anyone else to sit especially for my 90 year old father in law.
Are those scrubs clean of bodily fluids? (Health & Safety) and isn't their a place for the workers to congregate?
