Booking a road test

My sister has been trying to book one through a 1-800 number that MPI gave her...Since Monday. All she gets is an automated message saying that they're experiencing a high number of calls and to hang up and try again. Which she has. At many different times throughout the day and night.
Poor girl is getting frustrated, as she really wants to take her test. Anyone out there with any recommendations?
