Winnipeg Zoo & the Stagnant Ponds

My family and I decided to take a trip into the Peg to visit the zoo.. Once we got there, paid for our tickets and entered.. We were SWARMED by thousands of mosquitos... Just ahead was a large pond of still water!
Why put out warnings about stagnant water when the City can't even take part?? I was just so amazed at how many there were.. and with water sitting around like that.. it's an atrocious breeding ground for these pesky buggers... What gives??
