What kind of larva is this?

I have a half barrel that I usually put fish in but don't have any this year so was going to put some chlorine in the water today to kill the mosquito larva. As I was looking in the water I saw the most unusual looking larva (I think is larva) that I have ever seen (I will post a photo). They look either like some weird looking sperm (tail and all) or very tiny tampons. I thought of dragonflies but looked them up online and of course it isn't them. The bodies are about half an inch long (you can see the mosquito larva beside them).
Any suggestions? They are still alive, I can put them in a jar if they could go somewhere to find out what they are, but am wondering if these are benefitial or not.
