Garbage Bins And The Wind

They need to come up with something better then these garbage bins.These ones don't stand up to the wind.They are blowing down the street or blowing over (and I mean when full too).They need to be made wider and heavier so they don't tip in the wind.Oh yes we had that
Whoever contructed these..bad plan..I must say.
