Employer refusing employee of rights??

I've checked out the federal labor laws but that website is so hard to figuring anything out. My husband got hurt at work and asked to go to the walk in and see a dr. The employer told him "no were to busy." I'm just trying to figure out if that is actually illegal according to the federal labor laws. can anyone help me out?
