Paid Monthly Parking Downtown

Who thinks it's fair to charge the same rate for serviced/unserviced monthly parking downtown? I called one business today who have two levels of ample parking and they charge $57.50 monthly for either unserviced or serviced. I really was surprised at the price. I think they may get more people to park if they charged less for a unserviced spot.
