Disputing a bill

A member of my family is going through a nightmare right now. A collection agency contacted her work and was trying to collect for a bill which she disputes she owes. She informed the collection agency that she is disputing the claim and would like them to proceed with court action. Up to that point she had not received any invoice or been notified of any outstanding charges,just the phone call from the collection agency. Well they didn't proceed with court action but have placed it on her credit Bureau. Does anyone know how we proceed on this. Do we have to get a Lawyer because I have no problem doing so as I'm pretty p%#!ed. Where is the protection for the consumer?? I mean really, anybody could say you owe them money and slap it on your bureau without any proof whatsoever.
Help!!
