Question,  
farmers start a stubble fire, and because of it there are some car accidents on the highway.  
The farmers are then fined.  
 
Now my question is, will that money go to paying the deductible on the cars damaged, so the owners wont have to pay it, and will the farmers have to pay the increased insurance that the drivers may be hit with?  
Or does some one else get the money and what do they do with it?
