K we have a situation here, where we are renting and the house is falling apart.  
 
When we moved in, the owner informed us there was a heater in the kitchen, but not to use it as it will cause a fire. He then told us that he would be back in 2 weeks to put a new baseboard heater in... THAT was last october.  
 
We went all last year with no heat in the kitchen, using a little space heater that ended up blowing out the plug (so thats no longer useable now either). The doors were both broken, the last tenants had kicked them in a couple times, he said he would be back to repair those as well... Again, havent seen him. Now its too the point that the back door wont even stay closed, we have to shove a newspaper in it to hold it and hope its not really windy :S .  
 
He wouldnt issue rent reciepts, and when I did ask for them, never recieved any. Wasnt till I started to refuse to hand over any more money that he actually gave me a reciept, but now, says I owe him back rent. We owe nothing, but now he wants to play this he said she said game :@:@ ....  
 
There is also an issue of bat droppings in the attic, which ive been informed are a health risk. The whole colony of bats came back this year, so i dont even want to imagine how much is up there now.  
 
We have gone to tenancies, but nothing ever came of it. They wrote down my name, and that was it. Now winter is coming, and it would be nice to be able to keep a door closed, and know that my house isnt slowly killing me.  
 
Who would a person contact to do something about a situation like this? at this point im not even caring if they shut the house down for good, and ban this person from ever owning a rental again.
