6th st and cabs waiting for fares

I have seem many times on 6th by the bus terminal cabs parked and the drivers talking as they wait for customers or calls from the dispatch. It seems that they are always standing on the street when they are talking. (mostly in the summer) If you are meeting a on coming car you can't move over to give them room and come very close to the person standing by the drivers door talking.
Johnnycab could they not stand on the side walk and still hear the 2-way and be in a safer place?
