Can I buy chia plants in Brandon I want to grow it on a cement yard décor it's a snail & I want to plant the chia on it's back like how moss would grow can that be done .thanks

Try Patmores nursery for starters. They could let you know to locate them if they don't.

I do recal the Chia Pets that came in a form of a hedgehog or a few other animals,all you do is water them and the plant grows looking like their hair etc.

Chia seeds (the same ones that grow in chia pets) are also now highly favoured as a health food, so you can buy them by the bag at health food stores (possibly even grocery stores these day). I know I bought a bag for adding to my smoothies at Two Farm Kids. Then if you Google "growing chia seeds" you'll find no shortage of instructions. But essentially you just need soil and a thin layer of seeds, cover about an inch deep - water and sunlight take care of the rest!
