Keystone grounds development

Can someone enlighten me on the Keystone Grounds. This is a big chunk of realestate. I am wondering if it was purchased by the centre at one time or gifted to them by the city. Are they now in a position to sell off and develop all of the land or does the city have any say in how it is developed other than zoning?
