What would you do ?

My mother is over 80 lives alone and has a lifeline bracelet for safety if she falls or some other emergency ,she can press the button and it goes to a call center in Vancouver where someone will answer her and see what emergency she is having ,such as does she need a ambulance or a family member to get over and help her out.Great item !! BUT,
The last two times she has had to use it,and the operator at the call center called one of us (family members) to inform us of an emergency ,we could not understand what the guy was trying to tell us.it happened again this last sat morning as my mum was trying to put on her slippers in the bathroom she fell and could not get up..so she pushed the alarm button and told the guy to call one of her family members to get over to her apartment to help her.
They have a list of family members who to call when something like this happens,on sat when they called my sister,she hung up because she could not understand what he was trying to tell her.it happened to me last year when my mum fell and broke her hip,someone called and tried telling me that they had called for a ambulance and for me to get to the hospital,l couldn't understand a word he was saying,so l hung up not knowing what it was all about.l would say these callers have a pakistan or east indian accent.a person gets so many of these calls from telemarketers,that l'm used to just saying good bye and hang up..
My question is,Do you think it would be fine to call this lifeline centre and complain about our Problem ? or would l just be labeled a rasist and get my self into trouble ? l think this is very unsafe could be a matter of life and death .
Has anyone else ever had this problem ?
Any suggestions on what we should do ?
