When a lottery draw example lotto 649 is $15 million & 1 person wins the whole amount does 1 person really need $15 million ? If it came to a vote  
1) should 1 person get it all ?  
2) should 15 draws be made ?

If they bought the ticket they should get all the winnings! Does one person 'need' that much money? No. But they are entitled if they bought the ticket and won it. I have no problem with that.  
 
Sometimes groups of coworkers or friends buy tickets together and it gets split anyway. I know you are implying that one person wins and then they decide to do 14 more draws to divide it up! There are other lotteries that have smaller payouts and it can even happen with the big one when more than one ticket is a winner. It's the allure of winning big that draws so many purchasers.  
 
No doubt it is life changing...good or bad!

The bigger the jackpot the more tickets, they sell, a million dollars isn't much anymore, cant even buy a vacant lot in Vancouver for that, a nice new house in a good area is almost half a million here in Brandon and taxes are 5000 grand a year not many dream of winning the lottery and living frugally they want it all that why they buy tickets

Winning the lottery does not just mean a pile of cash. To me it means being given the opportunity to invest in the community projects that I think will have the greatest return to the community.  
 
I dream of paying for the soccer complex so Brandon youth can divert their energies in an appropriate manner now rather than when the city taxpayers are ready (and willing) to pay for it.  
 
I dream of being able to provide band instruments for all band students without having rental fees or purchase costs prevent a student from taking music.  
 
I dream of having nutritious food at the schools for little no costs.  
 
And my list of dreams continues with more examples. So, yes, one person could easily deal with a $15 million or $60 million lottery win.

Buying a ticket is a low odds gamble. The lower the odds the bigger the payoff needs to be. Has nothing to do with needing more than a million.  
One person said less than 100 grand is a nice vehicle, a great year, a million changes your life, 10 changes that of your whole family and over that can change your whole community.

To me, the purchase of a lottery ticket is a ticket to dream. Without a ticket, you are not allowed to answer "what would you do if you won the jackpot?" and join the discussion with the other dreamers. I am not gambling, I am dreaming about winning.  
 
What do you get from the purchase of a movie ticket? What do you get from the purchase of a Wheat Kings ticket? I get a similar thrill from the purchase of a lottery ticket.

no one needs that much money of course but if the jackpot wasnt life changing then not as many people would buy a ticket and the sales revenue that is spent on public initiatives would be lost  
 
also,lotto is a very low investment and low odds of winning so everyone can dream for a few days for their couple bucks which is why lotto is successful if you made it more draws instead of bigger it would lose its appeal to many middle class then it would up the percentage of poor playing and thus be more of a tax on the poor which would be a bad direction  
 
i cant help but wonder what people are thinking the lotto or life is when people pose these questions or statements, lotto sells a dream not fairness

one million would do me fine. I don't want a huge expensive house in the West End. Two people live in our house, why would we need that, and the never ending cleaning. Of course I could hire a maid, but I still don't need that much of a house. I like my house with a yard, there is not much of a yard in those fancy new houses.  
 
I am not into $60,000 cars, so a one year old SUV would be fine with me.  
 
Neither one of us our "beach sitters", so we would not be taking all of those winter trips. Perhaps a trip to Europe.  
 
You also still need something to do. I have been off on disability two years and am going crazy at home. If you are going to retire, you have to be prepared to have a hobby or something to keep yourself busy. Money really doesn't help to keep you busy.  
 
I guess it is just the way I am used to living and can't imagine just throwing it around. I still would love to work somewhere and feel like I had a reason to get up in the morning. I am so used to looking at prices and sales before I buy, I can never see that changing.

I personally know a lottery winner. By winning more than a million it allowed them to buy a house in their dream area of Canada, which isn't cheap, it allowed them to help out their family members, which when you think of each of their parents and siblings it adds up to a big chunk. It allows them to visit their family more often. It allows them to travel the world.  
 
One million doesn't get you that far anymore, buying a house would eat up lots of it, if you want to help out family and friends that can also eat up a lot. People want to have life changing money if they win the lottery, to follow their dreams, not as many people would buy tickets if they could only win one million. Just think of how many more people buy when it's a huge jackpot compared to a regular one.

..... Why not? That's why it is called gambling....
