laws, punishment and deterents..an open discussion

I have been reading several threads here on ebrandon, from cyclists to drunk driving, and am starting to wonder what, as a society, are the appropriate laws and deterents needed in these situations.
Obviously, something needs to be done.
If we have people driving without licenses, drivers running red lights, speeding, drunk driving and/or even careless use of bikes etc... what do you feel would help to stop or deter these...
IMO, just adding more dollars to fines, or throwing people in jail, does not seem to be working. BUT having said that, I don't necessarily have the answer either.
BUT I have three suggestions, that I have had for a long time. Very radical, and controversial, I know there are many that will disagree, maybe even be shocked and abhor these lines of thought, but I don't necessarily expect them to happen. I will post separately, BLAST away... I can take it...and will not respond aggressively, to any reply post.
As I said, I don't expect any of these will come to be, but a discussion starting point! or maybe some will want to 'PUBLICLY STONE ' me, a punishment and/or sentence from years gone by, I hope!
