LEGAL SEPERATION WITHIN 30 DAYS???

Ok guys, Listen to this. My mother in law has a husband that is in a home in brandon and has been for 3 years now. SHe recived a letter yesterday in the mail stating that the goverment of canada wants her to get a legal devorce/seperation within the next 30 days. As she is getting his pension and they do not want her to get it anymore and do not want her husband to be subsidized. SO therefore she needs to seperate from him and she has 30 days to do it. I have never heard of this before can anyone help?? They have been married for 22 years
