Getting a refund for taxes paid in USA

I was just in ND and found out that I can apply to get the taxes back that I paid when I was shopping in ND. It may not amount to alot but every dollar counts nowadays. I was just wondering if any other States offer this. If so, please post so we can help each other get the sales ta back when they visit USA.
