You are confusing inflation with earnings. Many workers income has not kept up with inflation. Add to that municipal and school taxes that occasionally go up much more than the inflation rate, and eventually our wages will all be consumed by tax.
Perhaps the government (in particular the provincial government) could attach the basic personal deduction to an escalator to keep up with inflation. It seems like the provincial deduction has not moved in years.
