Concrete work constructed by Paulto Dumais 1907

Does anyone know the story or history of the massive concrete wall located just east of Brandon and the RM of Cornwallis office and just north of Veterans Way? Its 120 feet long and was built into the side of the hill. According to the plaque the concrete crib work was constructed in 1906/1907 by Paulto Dumais. I will post some photos.
