I used to rent a house with a heating oil tank outside. The oil entered the cellar and went to the furnace through a fairly small steel pipe (likely 3/4" I.D.). The outside tank was filled by the delivery truck through a larger (approx. 2") pipe.
I think old outdoor tanks may have been grandfathered until they needed replacing, then new ones had to be interior. my experience was not in Brandon, but I would think the same thing may have been true here.
