Intersection Question re intersections

Like many drivers, I'm sure, I hear a beeping at some Brandon Intersections that I can only assume is for the visually impaired. It would make sense that the sound is intended to help those individuals who are impaired to cross the intersection safely.
If this is indeed the intended purpose of the sound, my question then would be, can anyone tell my how said individuals use the sounds?
I can't imagine how difficult, and frightening it must be for the blind to cross a busy intersection. On the other hand, I can't imagine how on earth the beeping would help?
