Shared Fences

I have recently moved into a new house and while i was at work my neighbor tore down our shared fence (it was in rough shape but it did its job) I have a dog so this is quite a big deal because i now have no way to keep him in the yard. Can anyone tell me what the bylaws are regarding this or what # to contact. Is it a shared fence or would it be either hers or mine? I have already offered to pay half for a new one to be rebuilt and she refuses to chip in
