First to Legalize Marijuana....

CNN is reporting this morning, citizens of California may be smoking pot legally by Christmas. A vote will be held in November, asking if the drug should be de-criminalized. This would make it the first state/province to actually allow for posession and sale of pot. Is this becuase of CA's troubled finances or is this what every state and province in North America should be prepared for as the movement grows?
