Can you register an empty basement kitchen for business?

I know in Ontario there are provisions to do this provided it is a well guatded unit with washing i.e. sink facility. Am not sure about Manitoba rules though. I checked online and ut only says about 'a home-based kitchen'. But a kitchen in a basement wuth seperate doors has to be a singular unit. Anyone has ever tried to go through this process or have any ideas about health dept. Requurements??
