18th and Parker/Hilton. What a gong show, some people stopping others just sailing through full speed not even yielding.

I noticed there were orange folding signs on each side of Parker. I don’t know what they say (I was going north) but I presume they were temporary stop signs. If that was the case then they have put traffic control measures in place, would that negate the 4 way stop aspect?

If traffic lights are out completely, it becomes a 4 way stop. If traffic lights are flashing red, stop. If traffic light is flashing YELLOW, it is NOT a STOP signal...it means proceed with caution. Too many people in Brandon especially treat a flashing amber as a STOP. This can cause collisions for those of us that DO follow the traffic laws. Stopping at an AMBER can get you a traffic charge.  
If there are signs at all 4 sides of the intersection, follow instructions on the signs. Lights are to be ignored.

I was going to make a thread today saying only people in brandon are dumb enough to stop at a blinking yellow lmao like come on guys when do you figure this out flashing red is stop and proceed with caution as it is a stop sign however blinking yellow doesn't mean stop it's a 4 way it means yield but you have the right of way this happens all the time here I honked at the lady in front of me at the lights at coop on 18th before the bridge all you guys are stopping and waiting for the blinking red to go this is how you cause accidents. The reason for this is to keep traffic moving so the busy 18th street has the right of way over the slower side street. In Winnipeg they do this purposely all the time after certain hours because like I said to keep the traffic flow. Not to confuse all you people that don't know what the hell is going on... maybe lots of you guys need to take your learners again lol.

People were treating this as a 4 way...which it is not. I am always amazed by drivers who do not know the difference between a yield (flashing yellow) & a stop (flashing red).  
 
I had the flashing yellow...but the vehicles next to me were full on stopping and waving the other vehicles (who had the red), to cross the intersection. I made sure my path was clear and proceeded cautiously through the intersection as I had the right of way.

City bus drivers were stopping at a flashing yellow on rosser and fifth a couple of months ago holding up everyone at the flashing red. Bus drivers should know the law...are they not professional drivers? they should have known to proceed but all three of them stopped and looked at us at the flashing red like we were in the wrong.

My mistake...

Following the correct rules is one thing, but when you have to account for everyone else’s interpretation of the rules, I’m not surprised that people are stopping at flashing yellows...........simply, around here you have no idea what the other 3 vehicles at such an intersection are going to do.

on Parker and Hilton both said to STOP. No flashing lights as obviously they were out. If it was a 4 way stop would they not put out STOP sign in all 4 directions? Just curious as I thought it was a 4 way but only the East/West said to stop?

At 8:00am the lights were all definitely off. Didn't notice any temp folding stop signs on Parker/Hilton, but no clue how I would tell what they said anyways passing through on 18th.  
 
Pretty dumb move if true to only put up temp signs for Parker/Hilton when all the lights are off and further confuse the situation.

there were two temp. stop signs at Parker/Hilton and the lights were flashing red. The lights on 18th North and South were flashing yellow. People were still confused.
