You are right. But an inspection is required to register a vehicle that you buy. Inspection is only good for a year. In 2017 Manitoba began refining its inspection policy to become more like other provinces. They started with commercial trucks but now i:nclude light vehicles. Pollution control devices are i:ncluded in the inspection. All factory installed pollution control must be there to pass. Sure you can sell the vehicle without it but whoever buys it will be pretty upset when they need a safety and fails because stuff is missing.
