Dealing with automobile rust

Well I was about to get into my car on the weekend like I had thousands of times before when my eye caught something that just about dropped my jaw. My 4-year old car is starting to get small rust spots on its body's roof panel (the biggest of the 4 or 5 of them is about a quarter inch across).
I'm curious what others have done to either slow the spread or, in the best case scenario, get rid of it altogether... I'd really like to preserve the value of the car.
