flashing traffic lights

Apparently people need a reminder, so for what it is worth:
Flashing Amber traffic light=proceed carefully
Flashing Red traffic light= STOP SIGN
SOOOOOO for example, this morning at 18th and park, everyone on park has STOP SIGN. People on 18th DO NOT. This is NOT a 4 way stop! YEESH
I hate drivers.
