I have a 1995 Toyota Camry that is in great condition and running order. Power everything and aftermarket command start the whole 9 yards. My situation is I no longer need this car but it is in order. To get it safetied I will need to get an axel/boot replaced and that can run me $800-$1000 and it is not worth it to me to get that done. I guess my question is, what does one do with an old vehicle that runs great but would need a little work to get a safety?

IF it just needs a boot those are $30 plus labour to change it. Max 2 hours so $230 roughly?  
If it needs the axle new is likely $200 plus install, 1 hour max so $300 and change?  
Whoever told you 800 to 1000 is ripping you off or has no idea what it should cost.

The power steering pump i had replaced today is costing me 259 plus tax and i am going to see if he will write down what else needs to be done it is a beautiful old car in great condition and has all the bells and whistles so i would like to see it sold and in use rather than in a junk yard.

I sold my car with no safety and left it up to the buyers to do a safety. (although I knew there was nothing wrong with it)

you could do the pre safety so buyers know what they need and then sell it unsatisfied. unfortunately not to many want to buy to old of car because the repairs do make it not worth it but price it right and someone handy might decide to buy it

Did you happen to try Crocus Plains Auto Tech department? They could possibly do it for the best price and use it as educational work.

like the one poster said,ask your mechanic what it needs,and put an ad on ebrandon autos for sale,and provide info on what it may need for safety,sell it as-is,whoever buys it can pay and get safety done,i would price the vehicle accordingly taking into consideration what the buyer will have to spend to get safety,all in all,if its a good car,it should sell itself

We've done that and it's worked out great. You only pay for parts as the students do the work (supervised). The only drawback is that it takes way longer for them to do (days vs. hours), but if you can go without the vehicle for a few days, well worth it.  
 
Note that they can't do everything though, some types of repairs are beyond what they can do in the program. However, it doesn't hurt to ask!
