Just wondering if anyone knows of a Brandon optometrist that offers basic eye examinations for the purpose of pres:cription verification, rather than the eye exams with all the fancy machine eye tests i:ncluded? I see a eye specialist annually who does every test under the sun but won't write pres:criptions as that is taking business away from optometrists. However I don't want to pay for the same tests twice in the same year.

I'd have to question the legality of what he's doing then. Your pres:cription is essentially your medical information, which is your right to have and request. I'd definitely be looking for a new optometrist (I use the ones at FYI DRs at the mall, and have no problem getting my presription, but not sure about what they offer for basic services and pres:cription verification that you are wanting), and be filing a formal complaint with the governing body that licenses optometrists about your soon to be previous DR. Your new optometrist can request anybody your previous files for their info if you request them to do so

According to the Manitoba Association of Optometrists, and under PHIA, your request for your prescription must be made in writing. I would suggest that if you haven't requested it in writing, you do that first.  
 
"Access to Personal Health Records  
Manitoba's Personal Health Information Act provides that patients have a right to examine and receive a copy of their personal health information kept by their optometrist. The original copy of the records must be retained by the optometry practice, but a copy can be made for you if you wish.  
 
To examine and receive a copy of your records, the request must be made in writing, must be signed by you, and must include your name, address and Personal Health I.D. No. If you wish to authorize another person to examine and receive a copy of your records, this should be included in your signed request.  
 
The Personal Health Information Act also provides that a reasonable fee can be charged for providing this information."

Are you seeing an ophthalmologist - the specialist you see? If so the same rules apply (according to Google.  
 
Yes, an ophthalmologist is legally obliged to provide you with your eye prescription after an eye exam, at no extra cost, and you can get it even if you don't buy glasses or contacts from their office. They cannot charge a fee for the prescription itself or require you to buy from them in order to receive it.
