When storing potatoes yes look them over for rotting ones as one rotten one can cause others to rot. But by washing you are adding moisture to them causing the possibility to rot. On potato farms they are stored for a year without washing/rotting.
Its important to store in a cool dark place with airflow such as a burlap sack, cardboard box etc but not in a plastic bag.
Grocery store potatoes are washed really only for cosmetic reasons, like all other grocery produce but really should not be in clear plastic bags exposed to light.
