I wasn't sure where to post this so I am posting here. In the fall, we got new neighbours (duplex) and they have a dog. All winter their dog was peeing on my vehicle tires which is usually parked in front of the building and they never seemed to stop the animal. I did not want to say anything to cause tension but now that the snow is melted, their dog comes into our side of the front yard, which is separated by a walkway, and poops. These last few times, they have not picked it up. I have a camera to verify all of this as well.  
 
You'd think as a respectful and responsible dog owner, these things wouldn't happen so I will need to speak up and just in case it doesn't work, is there anything else I can do?

Start with "Please pick up your dog's poop." Use a friendly voice.  
 
If that doesn't go well report back.

After you have a friendly chat with your neighbor and your problem persists you could call animal control. City of Brandon does have some say in this matter.  
No owner shall: (1) (2) (3) (4) (5) permit his dog to be anywhere other than on the owner's premises unless: i) ii) iii) the dog has a collar and the proper license tag, and the dog is on a leash, not longer than 1.8 metres (6 feet), and the dog is under the immediate charge and effective control of some competent person. [AM. B/L 6171/20/94] permit his cat to be anywhere other than on the owner's premises unless the cat has a collar and the proper license tag; permit his dog or cat to run at large or be at large except in designated off-leash dog parks; [AM. B/L 6759] permit his dog or cat to unduly disturb the quiet of any person, in the case of a dog by howling or barking; permit his dog or cat to defecate on any public property or on any private property other than the property of the owner; (5.1) permit any dog or cat feces or urine to accumulate on the owner’s property to the point where the presence of same causes, in the opinion of the Animal Control Officer, an offensive odour to emanate from the property; [EN B/L 6493] (6) (7) (8) (9) permit his dog or cat to damage public property or private property other than the property of the owner;

Go to the Dollar Store (or where ever) and buy a roll of poop bags. $0.99 will buy lots, and then wonder over with a Timmies or two and have a conversation. Start with " I brought a coffee for you" and then say, "you might not have any of these so I bought some you". Give them the poop bags and their reaction should tell you what kind of neighbour's they will be. The dog shouldn't be running loose, but that's a conversation for another time.

Frre coffee for a neighbour allowing his dog to do his business in your yard isn't going to get one anywhere. A visit from Animal Control is far more effective in my experience. WE has problems with folks in our neighbourhood letting their cats just wander the community, defecating in people's gardens, and killing the birds that gather at the feeders in peoples' yards. Did our best to try to be nice to the owners, but all we got was halfhearted excuses, or outright hostility. Haven't had a problem since we sent bhylaw to their doors though, in fact a couple even have tethers for their cats now so they can't wander off. Pandering to bad pet owners almost always results in them just walking all over you.

and not just neighbour's but they share a common wall as it's a duplex. You say yourself "did our best to try to be nice". So that's my advice, start by being nice. If that doesn't work then you need to take it to the next level. What the next level is, is yet to be determined but calling the police should be a last resort.

One step is your landlord or condo board if you own.  
 
Dogs should be on a lease.  
 
What if dog comes over and bites you or perhaps a child ?  
 
And please no, my dog is very friendly. Yes dogs are all well behaved and friendly until they are not.  
 
Neighbour is a bad pet owner.
