Manitoba exports 13% of what we generate at a higher rate to customers outside of province and plays a big part of servicing debt. For example smallest debt in order, least to largest, Nova Scotia 4.1 billion, NB 5.9 billion, Newfoundland 11.3 billion, Sask. 11.5 billion, Ontario 13.6 billion, BC 20 billion, Man. 25.3 billion, Quebec 65.6 billion. Alberta is a wild card as power is not owned by province yet pay some of the highest rates in Canada. If facts are all inputted including past government's fees (from past surplus's) Historically, these fees have funneled $400 million to $500 million annually straight out of Manitoba Hydro and into provincial revenues to balance general expenditures. I have found again numbers can sound very unsettling if no context is provided.
