yep we all suffer from it---short of coin. This term is on page 65 of a Public utilities board announcement /study(re order 39/ april 04 2008) 65 pages(out of 326) of ya we knew that---but I will dig through the rest!
Any one care to guess where the next 240 plus pages goes??-- a needed evil or turf them out??
