$4.2 billion federal windfall: Where should it go?

As a result of the wireless spectrum auction being discussed in another thread, the Canadian govt has literally pulled $4.2 billion out of thin air. When this auction started, it was thought they would get $1.5 billion but because of how competitive it got prices were driven way up.
The question is, what should be done with all of the excess money? The most common thing I've heard is using it to pay down the National debt, but I've heard others such as investing it in technology (essentially where it came from).
