It is our understanding that the MB Provincial Government has total jurisdiction over the approval or disapproval of the licensing and their share of funding of this particular waste management site of legals: NW 4- 17-20 in the RM of Park Harrison.  
 
We are encouraging you to call MLA Greg Nesbitt at 759-3313 or cell 794-5894 to voice your concerns.  
 
 
The proposed site is along provincial paved road 250 with natural waterways, potholes, leading to the little SK River just over a mile away.

have been held to voice concerns about this proposal that has been in the works for about 4 years and not many of the local residents were even aware of this issue.  
This is basically to put it out there to let more people know what is going on, and there is a phone number and contact.

proposed dump. This is what will happen to my friends if it goes through. Quietly pushed through council and decided without residents' knowledge. Its just lately that the residents are finding out what goes on.

Hate to burst any body's bubble but nothing you say or do will stop it . We had the same thing here in minnedosa with the evergreen dump . It was rammed through despite all our efforts.

I suggest if no wants a not in my back yard case come up against the opposition then go to the meetings. Was This the only location to chose from? Is there a vested interest in the location already?  
 
These things need to go somewhere so is it a poor solution/Location or the best of what was or should have been a choice. Is there a chance the current landowner invited this in ? There is profit to be made somewhere in these things and normally it is upfront or during construction. After that? It may be a profitable or non profitable service but a needed service no doubt. I certainly do not think it is a done deal if it is constructive opposition that starts now. Offer a better location? Good luck.

If this has been ongoing for 4 years and nobody is opposing it, possibly nobody cares.

assuming it is on RM land. But I also assume that you need a garbage dump to put garbage into and not in the ditch. So your friends don't want it near them which would then move it near someone else. It has to go somewhere and if it's on already owned RM land that is the most cost efficient way to the taxpayer than purchasing land to put on ..

The quarter section with legal des:cription NW4-17-20W is valued at $204,600 by Manitoba Assessment. There is no record of sale between April 2012 and April 2016 on their website. The roll number is 263300.000 and listed as taxable so its not owned by the RM unless a sale recently occurred. It's western boundary is Provincial Road 250 and and northern boundary is Rd 97 N. an image snipped from Manitoba Agricultural Services Corporation's website, https://www.masc.mb.ca/masc.nsf/land_parcel_info.html ,has been snipped and uploaded.

This new land fill site will take the load off of six other land fill sites that are close to capacity.  
Also with the new site will be more space for recyclable material.

Not all landfills are at capacity, only some. Coincidentally, in the RM of Harrison Park where the new landfill is to be located, the Onanole landfill has the potential to last another 30 years, with a few upgrades. Some parties involved with the Four Winds proposal DO need this, but RM of Harrison Park does not. Just find that interesting since the other parties in the partnership are pushing so hard for it to be in that particular RM.  
Also worth noting, is that they are asking the government to make an exception to the Provincial Landfill Regulations in regards to this site they have chosen. They are not 1km from surface water, and therefore that in itself makes this site a poor choice. With the proximity to the Little Saskatchewan River it is risky at best and completely irresponsible at worst.  
The partnership has other alternatives available to them. It was recommended by their own engineers that they share and discuss this info with the public last March and they did not. Even those closest to the site just found out 6 weeks ago. While I understand that there are many facets to an undertaking as large as this, the whole thing has been handled very poorly in regards to their communication with the public. Just my opinion though... There are a lot of unhappy people in this area...

Article in today's Brandon Sun (August 27), a poor location with the Little Saskatchewan River so close and the connection between the Landowner, who sold the land, and a staff of the RM's makes this all stink. Hopefully it gets rejected yet.
