The new gun bans was done via an Order in Council, which is similar is substance to an executive order in the US. It doesn't require the assent of parliament, but is limited to very narrow types of situations. The last time as far as I know that it was enacted as to deny a passport to Khadr back in 2005ish. Incidently, it was also used to create interment camps during the war. They are often matters of national urgency and/or security.
A budget is a long, tedious process that has lots of moving parts both within and outside of the house, and requires debate before the house (and the buying of shoes). That traditionally happens in the spring. It's simply has not been possible to do it, and likely won't happen until the house resumes sitting.
A budget cannot be made via an Order in Council. A specific gun ban can. They are very different processes and you can't compare the two.
