Pharmacare deductibles.

I'm wondering how other feel about this which really didn't impact on me until I retired recently & discovered that our pharmacare deductibles are based on our family's gross (annual) income. While I'd worked, I'd always had a health plan: now though, partly because my spouse continues to work part-time, our deductible is through the roof to the point that I "play" with which medications I take (& I take MANY).
It seems unreasonable that the deductible should be based on the gross annual income since we all know that (gross income) does not reflect how much money we actually have left to spend.
Thoughts anyone?
