Manitoban teens: 70% drink, ~17-18% heavily

I was reading an article on CBC.ca today that shares the results from a survey of the drinking habits of high school teens in Manitoba.
The survey finds that less students
(70%) are drinking alcohol today compared to 2004 but what they describe as heavy drinking (8+ drinks per sitting) is up. They say that about a quarter of that 70% (or
17-18% of all students) have drank heavily.
Three questions.. feel free to share your thoughts on any or all:
- does either number surprise you?
- whether either surprised you or not, is that widespread of usage something that should be addressed or something we should come to expect from our youth?
- data was not collected pre-1990. Do you expect usage numbers would have been higher or lower in past years?
