Bank of Canada interest rate lowest since 1958.

The Bank of Canada lowered their rates by 3/4 percentage point.
Now of course, I am loving this as I have a line of credit to pay off for my car, a mortgage payment for my house, etc.....but is this a good thing? I am not really a financial wiz.
