Manufacturing, Forestry, Mining, Construction- Which gets your priority?

The four industries in the topic are all in a position where they could be described as wanting/needing government assistance during these tough economic times (automotive is not included as the government as already committed aid to the audo industry).
Below is a cut and paste from a Globe and Mail story that outlines each industry's position.
If you were our government putting together our current budget, which of the four would you give the highest priority to in the best short and long-term interests of our country?
Is there one you would be disappointed to see get higher priority than others?

Manufacturing
The industrial sector, which accounts for 15 per cent of gross domestic product, has been slammed by the liquidity crisis. Sellers are dealing with buyers who cannot get access to capital: access to immediate credit is needed to avoid layoffs and factory closings.
Forestry
The sector has shed 40,000 jobs over the past six years while enduring a crippling trade dispute with the United States. Research and development incentives are needed, as well as changes to capital cost rules that would allow it to write off investments in new technology.
Mining
As commodity prices have collapsed, so have the fortunes of many mining companies, which employ some 363,000 Canadians and contribute $42-billion to GDP. While government can do little about falling prices, it can provide bridge financing to ensure miners have enough cash to weather the storm.
Construction
The plummeting housing market has led to major projects, such as the Ritz-Carlton hotel-condo development in Vancouver, being shelved. Investment in public infrastructure - roads, highways and bridges - would restore some life to the struggling industry.
